You know, I actually didn't wear armor besides the Silver Shroud outfit until maybe 100 levels in, when I finally got ballistic weave, and found an outfit I could wear 5 pieces of armor with ultra light mods, make it look nice, and weigh less, or only 2 lbs more than than the Silver Shroud. At this point, Power Armor is a detriment.

You can get the combat helmet from Teagan and the left arm from vault 81. I farmed the other 2 pieces. Max modified Heavy Combat Armor has 20 less Ballistic and Energy defense than Assault Marine Armor. Marine armor is way heavier and the only way to get legendary pieces is to buy them. The effects on the pieces aren't that great.
As when I mod the combat armor it doesn't match fully upgraded metal armor. I think it's just upgraded Combat Armor. And yeah, Combat Armor doesn't have as high physical defense as Metal, but it looks nicer, has a good balance between physical and energy defense, and I think it's the lightest armor.
